		<description>The ultimate cause of the disaster wasn&#039;t nature but New Orleans itself: the utter shambles of a city that is incapable of providing anything like competent government, safe neighborhoods, halfway acceptable schools, a normal business environment.... How about a poll of all NOLA evacuees who have had a chance to witness the functioning of local organizations-- public, private, churches, individuals-- in other cities during the past two weeks as to whether they would like to return to a New Orleans presided over by Ray Nagin and his police force and city council? Or, alternatively, whether they have not been recipients of an extraordinary display of generosity, compassion, competence, efficiency and yes, love-- in short, everything that defines a real COMMUNITY-- from the good people of Texas, Utah, and other states? 

Isn&#039;t it far more likely the case that for these desperate people and their families, the best possible outcome would be for them to stay with the communities that have already given them more hope, love and opportunity than they experienced in decades of living in the shithole that was New gang-ridden, corrupt, incompetent, economically hopeless New Orleans?
