The whole point of the excercise is to get &lt;i&gt;them&lt;/i&gt; to look!

It wouldn&#039;t be a true example of the famous thought experiment since the chance of the cat being alive when they unzip that particular box is pretty close to 100%.

The CSIS gained records of the people who visited a number of privately owned, firewalled websites.  They managed to discover the identity of people who were supposedly protected with individual passwords and using pseudonyms.  They managed to find 17 terror suspects out of hundreds of thousands of people who vist these sites for legitimate purposes, which means that they spent a great deal of time investigating the activities of people who were innocent of any wrongdoing before they hit pay dirt.

I have no idea if the CSIS gained approval from the Canadian courts prior to this massive intel gathering effort, but I would have to think that they didn&#039;t considering the scope.

If I understand the issue correctly, American intelligence agencies limited themselves to monitoring calls where Americans communicated with someone overseas.  The Canadians didn&#039;t even bother to do that, casting a very wide net within their own country.
