That passage about &quot;...Tartar institutions in their political structures...&quot; is indeed interesting and suggestive.

We have reason to regret that Clausewitz did not elaborate on this and many other threads in the book.

The basic idea that the type of miliary forces at the disposal of the political leadership is determined by cultural and political factors is a cracked-open door into a vast, darkened room.
