		<description>This cap and trade legislation is the Smoot-Hawley anchor to fully engage all the depressionary factors in the current economic downturn and turn it into a full fledged depression. I hesitate to say that this policy outcome is, in fact, the true purpose of the bill, but it will give the statist elements another major excuse to enlarge their governmental response to yet another big crisis.

And, as in the original credit collapse, this political implosion will be designated as an economic crisis brought on by reckless capitalism, requireing further state intrusion to save the nation from itself.
