I have a photo very much like that one from when I lived at the beach. Except it was sunset. Different coast.
Miami Beach. I assume the ships were waiting to enter the Port of Miami.
Probably poking along with just enough turns for steerageway. Get there too early, and you have to wait for the pilot or tide, or drop anchor, or cruise around in circles. Much easier to loaf along and stare at the beach denizens in all(?) their finery.
That was a long time ago.
