Looks like it was doctored. W.PA is in the PJM and didn’t lose power.

Good catch. I doubt that the image was doctored, as it comes from the NOAA website (click on the image to go to the original). However, this NOAA photo shows more light than does the image that I used. I don’t know the explanation for the discrepancy, but the filename of the image that I used is “nightlights-081503-0103z.jpg” — which suggests that the image was made August 13 at 0103GMT. That’s 8:03PM EST, which is just after sunset, so perhaps the first image was made before the sky was completely dark.
OTOH, the “7 hours after” image linked above is labeled as being from 0114GMT. But seven hours after 4:12PM EST would be closer to 0414GMT, so perhaps this photo is mislabeled.
