Movie Review: WarGames

I want somebody on the phone before I kill 20 million people.

This 1983 movie is about a potential nuclear war instigated by runaway information technology–a military system inadvertently triggered by a teenage hacker.   I thought it might be interesting to re-watch in the light of today’s concerns about artificial intelligence and the revived fears of nuclear war.

The film opens in an underground launch control center, where a new crew is just coming on duty…and as just as they are getting themselves settled, they receive a Launch message.   They quickly open the envelope which contains the authentication code…and the message is verified as a valid launch order, originating from proper authority.

To launch, both officers must turn their keys simultaneously. But one balks: unwilling to commit the ultimate violence based solely on a coded message, he wants to talk to a human being who can tell him what’s going on.   But no one outside the underground capsule can be reached by either landline or radio.

But there is no war: it was a drill–an assessment of personnel reliability. The results indicated that about 20% of the missile crews refused   to launch.   A proposal is made: take the men out of the loop–implement technology to provide direct launch of the missiles from headquarters, put the control at the highest level, where it belongs.   Against the advice of the relevant general, the proposal is taken to the President, and the missile crews are replaced by remote-control technology. There will be no more launches cancelled by the qualms of missile officers.

At this point, we meet the Matthew Broderick character, David Lightman.   He is a highly intelligent but not very responsible high school student, whose his first scene involves smarting off in class and getting in trouble. David is an early hacker, with an Imsai computer: he rescues his grades by logging on to the school’s computer system and changing them.   (He does the same for his not-quite-yet girlfriend, Jennifer, played by Ally Sheedy)

Searching for a pre-release bootleg copy of a computer game he wants to play, David happens on what looks like a game site: it has menu items for checkers, chess, tic-tac-toe, and something called Falken’s Maze.   Also, a game called Global Thermonuclear War.

To play that last game, David needs to know the password, and thinks he may be able to guess it if he can learn some personal data about the game’s creator, a researcher named Steven Falken.   Library research shows Falken as a man who appeals to David very much, not only because of his scholarly attainments but also his obvious deep love of his wife and child–both of whom are reported to have been killed in an auto accident.   Research also shows that Falken himself has also died.

Using a very simple clue (the name of Falken’s son), David is able to gain entry to the system, to select which side he wants to play (the Soviet Union), and to start the game.   He launches what he thinks is a simulated attack on the United States…a very large-scale attack. He has no idea that the events of the simulation are somehow bleeding over into the live warning system, and appear at the NORAD center as an actual Soviet attack.

It gets worse.   Although Falken turns out to be still alive and living under an alias…and he and David are able to convince the NORAD officers that what they are seeing on their screen is not real and to cancel any retaliatory stroke, the control computer at NORAD, a system known as WOPR, continues playing its game…and, with humans at the launch sites taken out of the loop, begins trying to initiate a strike at the Soviet Union with live nuclear missiles.

The above is just a basic summary of the action of the movie.   There’s plenty wrong with it from a timeline and a technology viewpoint…for example, WOPR in the movie can launch missiles by repetitively trying launch codes at high speed until it finds one that works–pretty sure no one would have designed such a cryptographic system in such a simplistic way, even in 1983. But the movie works very well as cinema, the characters are interesting and the acting is good–definitely worth seeing.   But how might this movie relate to the current concerns about artificial intelligence?

In discussing the movie, I mentioned that the NORAD staff originally thought that what they saw on their screen was real, even though it was really just a simulation.   Which reminds me of a real-life event that happened to the cruise ship Royal Majesty back in 1995. The crew was navigating using GPS: the screen showed a very convincing portrayal of the ship’s position with surrounding land, water depth, obstacles, and navigational aids such as buoys and markers. But the portrayal was wrong.   The GPS antenna cable had come loose, and the GPS unit had gone into Dead Reckoning mode, simply calculating the current position based on the last known GPS position carried forward based on course and speed. Which was bound to become increasingly inaccurate over time.

Asaf Degani, in his book Taming Hal, describes the scene:

As the gray sky turned black veil, the phosphorus-lit radar map with its neat lines and digital indication seemed clearer and more inviting than the dark world outside. As part of a sophisticated integrated bridge system, the radar map had everythingfrom a crisp radar picture, to ship position, buoy renderings, and up to the last bit of data anyone could wantuntil it seemed that the entire world lived and moved transparently, inside that little green screen. Using this compelling display, the second officer was piloting a phantom ship on an electronic lie, and nobody called the bluff.

The Cuban Missile Crisis, as Viewed From a Soviet Launch Facility

This month marks the 61st anniversary of the Cuban Missile Crisis, which brought the world dangerously close to thermonuclear war. Reflecting on this crisis seems particularly appropriate in our current era, when the threat of nuclear was has again come forward from the background to which it had been hopefully consigned.

Several years ago,  I read  Rockets and People, the totally fascinating memoir of Soviet rocket developer Boris Chertok, which I reviewed  here.

Chertok’s career encompassed both military and space-exploration projects, and in late October 1962 he was focused on preparations for launching a Mars probe. On the morning of Oct 27, he was awakened by “a strange uneasiness.” After a quick breakfast, he headed for the missile assembly building, known as the MIK.

At the gatehouse, there was usually a lone soldier on duty who would give my pass a cursory glance. Now suddenly I saw a group of soldiers wielding sub-machine guns, and they thoroughly scrutinized my pass. Finally they admitted me to the facility grounds and there, to my surprise, I again saw sub-machine-gun-wielding soldiers who had climbed up the fire escape to the roof of the MIK. Other groups of soldiers in full combat gear, even wearing gas masks, were running about the periphery of the secure area. When I stopped in at the MIK, I immediately saw that the “duty” R-7A combat missile, which had always been covered and standing up against the wall, which we had always ignored, was uncovered.

Chertok was greeted by his friend Colonel Kirillov, who was in charge of this launch facility. Kirollov did not greet Chertok with his usual genial smile, but with a “somber, melancholy expression.”

Without releasing my hand that I’d extended for our handshake, he quietly said: “Boris Yevseyevich, I have something of urgent importance I must tell you”…We went into his office on the second floor. Here, visibly upset, Kirillov told me: “Last night I was summoned to headquarters to see the chief of the [Tyura-Tam] firing range. The chiefs of the directorates and commanders of the troop units were gathered there. We were told that the firing range must be brought into a state of battle readiness immediately. Due to the events in Cuba, air attacks, bombardment, and even U.S. airborne assaults are possible. All Air Defense Troops assets have already been put into combat readiness. Flights of our transport airplanes are forbidden. All facilities and launch sites have been put under heightened security. Highway transport is drastically restricted. But most important—I received the order to open an envelope that has been stored in a special safe and to act in accordance with its contents. According to the order, I must immediately prepare the duty combat missile at the engineering facility and mate the warhead located in a special depot, roll the missile out to the launch site, position it, test it, fuel it, aim it, and wait for a special launch command. All of this has already been executed at Site No. 31. I have also given all the necessary commands here at Site No. 2. Therefore, the crews have been removed from the Mars shot and shifted over to preparation of the combat missile. The nosecone and warhead will be delivered here in 2 hours

Chertok, who at this point was apparently viewing the Cuban affair as a flash in the pan that would be resolved short of war, was concerned that moving the Mars rocket would cause them to miss their October 29 launch date, and suggested that the swap of the rockets be delayed for a few hours. Kirillov told him that this was impossible, and that he should go to the “Marshal’s cottage,” where some of his associates wanted to see him. Chertok’s response:

Yes, sir! You’re in charge! But, Anatoliy Semyonovich! Just between you and me do you have the courage to give the ‘Launch!’ command, knowing full well that this means not just the death of hundreds of thousands from that specific thermonuclear warhead, but perhaps the beginning of the end for everyone? You commanded a battery at the front, and when you shouted  ‘Fire!’  that was quite another matter.

Kirillov:

There’s no need to torment me. I am a soldier now; I carry out an order just as I did at the front. A missile officer just like me, not a Kirillov, but some Jones or other, is standing at a periscope and waiting for the order to give the ‘Launch’ command against Moscow or our firing range. Therefore, I advise you to hurry over to the cottage.

Book and Movie Review: The Valley of Decision

This 1942 book by Marcia Davenport could be subtitled An Industrial Romance, as could the 1945 movie starring Greer Garson and Gregory Peck.

Pittsburgh, 1873. The Scott family owns a steel mill, and sixteen-year-old Mary Rafferty has just started work as maid in their home.   There are 5 Scott children, but 17-year-old Paul is the only one who truly values the mill as anything other than a source of dividends.   William Jr, the eldest, is   engaged to a young Boston socialite and wants to to maximize his take from the mill to support their joint social ambitions.   Elizabeth is “plain and angular and earnest, full of purpose and good works.”   The twins Constance and Edgar, 9-year-olds when Mary first meets them, are always into mischief–“known in the backyards and nurseries of Western Avenue as holy terrors and limbs of the devil”…as they grow older, Constance dreams of marrying an English aristocrats, moving to Europe to get away from what she sees as her boring famile, and meeting “all the wicked people,” while Edgar prefers life as a rather raffish gentleman of leisure than doing any kind of serious work.

Paul, though, shares with his father William a strong personal bond with the mill, the work it does, and the people who work there. Will Jr, who as oldest is the presumptive future chief of the mill,   has no desire whatsoever to be a part of scenes such as a Bessemer Converter blow:

And now excitement, familiar but primevally keen, swept everything else aside. The great bulbous brute towering above him began to rumble and belch. From its mouth high overhead a stream of scarlet flame threw itself at the acid winter sky. The blower gave a sign. The blow was ready, and suddenly the usual concert of barbaric noises in the shed was drowned in one fearful ear-crushing roar as the cold blast was shot into the converter’s belly.   Element grappled with element, oxygen in a death-struggle with carbon, a battle more terrible and wonderful than man had ever made before.   The flame, steady and fearfully red, began to change color, a descending scale of blinding flashes echoing from the death-and-birth agony of the elements. Inside the beast steel was being born, and from the vessel’s roaring mouth the solid fire changed from red to blue, to orange, to yellow…

Paul does see things differently from his father in that believes that a more scientific approach to steelmaking will be necessary if they are to compete successfully with giants like Carnegie Steel. When he returns from college he sets up a metallurgical laboratory at the mill, and an open hearth furnace is installed to help in the switch of focus to specialty steels.

There is an immediate strong attraction between Paul and Mary, but the are obstacles–not only the very different class positions of Paul and Mary, but the fact that Mary’s brother..a key skilled worker at the mill…is also a labor leader, attempting to organize a union among Scott employees. And while William Scott Sr does care about his workers, he will resist any attempts to interfere with what he see as his management prerogatives.

Mary quickly comes to share Paul’s emotional bond with the mill, and she also develops a strong sense of connection to and responsibility for the entire family..indeed, more of a sense of connection and responsibility that than felt by some of the family’s own members.

The book begins with Mary starting work for the Scott family, but the history of the mill goes back further, to its founding by Paul’s immigrant grandfather–and the book extends the story through multiple generations, up through the early years of World War II.   The mill played an important role in arming Union forces in the Civil War, and a similar role in later conflicts.   The importance of this exemplar of heavy industry to the national defense is played up strongly, as one might expect in a book published in 1941.

An Unexpected Defeat

On May 10, 1940, German forces launched an attack against Belgium, France, the Netherlands, and Luxembourg. Few people among the Allies imagined that France would collapse in only six weeks: Churchill, for example, had a high opinion of the fighting qualities of the French army. But collapse is what happened, of course, and we are still all living with the consequences. General Andre Beaufre, who in 1940 was a young Captain on the French staff, wrote in 1967:

The collapse of the French Army is the most important event of the twentieth century.

If it’s an exaggeration, it’s not much of one. If France had held up to the German assault as effectively as it was expected to do, World War II would probably have never reached the nightmare levels that it in fact did reach. The Hitler regime might well have fallen. The Holocaust would never have happened. Most likely, there would have been no Communist takeover of Eastern Europe.

This campaign has never received much attention in America; it tends to be regarded as something that happened before the “real” war started. Indeed, many denizens of the Anglosphere seem to believe that the French basically gave up without a fightwhich is a considerable exaggeration given the French casualties of around 90,000 killed and 200,000 wounded. But I think the fall of France deserves serious study, and that some of the root causes of the defeat are scarily relevant to today’s world.

First, I will very briefly summarize the campaign from a military standpoint, and will then shift focus to the social and political factors involved in the defeat.

France’s border can be thought of in terms of three sectors. In the north, the border with with Belgium. Early French military planning had been based on the idea of a strong cooperative relationship with Belgium: however, in the years immediately prior to 1940, that country had adopted a position of neutrality and had refused to do any joint military planning with France. In the south, the border was protected by the forts of the Maginot Line (the southern flank of which was anchored by mountainous territory bordering on Switzerland and Italy.) In between these regions was the country of the Ardennes. It was heavily wooded and with few roads, and the French high command did not believe it was a feasible attack route for strong forceshence, the Maginot Line had not been extended to cover it, and the border here was protected only with field fortifications.

The French plan was based on the assumption that the main German attack would come through Belgium. Following the expected request from the Belgian government for assistance, strong French forces were to advance into that country and counterattack the Germans. In the Maginot and Ardennes sectors, holding actions only were envisaged. While the troops manning the Maginot were of high quality, the Ardennes forces included a large proportion of middle-aged reservists, and had been designated as lower-class units.

The opening moves seemed to fit expectations. The Germans launched a powerful attack through Belgium, and the Belgian government made the expected requests for help. Andre Beaufre:

Doumenc sent me at once to Vincennes to report to General Gamelin (the French supreme commander). I arrived at 6.30 AM at the moment when the order had just been given for the huge machine to go into operation: the advance into Belgium. Gamelin was striding up and down the corridor in his fort, humming, with a pleased and martial air which I had never seen before. It has been said since that he expected defeat, but I could see no evidence of it at the time.

There was heavy fighting in Belgium…but the German attack on this country had served to mask their  real  point of maximum effort. Early in the morning of the 13th, it became clear that massive German forces were moving through the Ardennes, which had turned out to not be so impassable after all. A massive German air attack paved the way for a crossing of the Meuse river and the capture of the town of Sedan. French officers were stunned by the speed of the German advancethey had expected delays while the Germans brought up heavy artillery, not understanding that dive bombers could play a role similar to that traditionally played by artillery. And the bombing was psychologically-shattering, especially for inexperienced troops. The famous historian Marc Bloch had been exposed to many artillery barrages while fighting in the First World War: in reflecting on his service in 1940, he observed that he found aerial bombing much more frightening even though it was, objectively, probably less dangerous. (Bloch later joined the Resistance and was captured by the Germans and shot.)

The French command never really recovered from the unexpected thrust through the Ardennes and the fall of Sedan. Beginning on May 27, the British evacuated their troops at Dunkirk. On June 14, Prime Minister Paul Reynaud resigned. He was succeeded by Philippe Petain, a hero of the First World War, who immediately sought terms with the Germans. The “armistice”basically a surrenderwas signed on June 20. By Hitler’s order, it was signed in the same railway car where the armistice of 1918 had been signed. Hitler was present in person for the ceremony: William Shirer was fifty yards away, and was studying his expression through binoculars:  It is afire with scorn, anger, hate, revenge, triumph.

Many military factors were involved in the defeatobsolete doctrine on armored forces, inadequate use of radio communications, a strange and cumbersome military organization structure. But the roots of the 1940 debacle are not to be found onlyor perhaps even primarilyin strictly military matters. A major role was played by certain characteristics of French society and politics of the timeand some of these factors are spookily similar to things that are going on in America today.
