The hurricane certainly didn’t fix anything; just made it worse.
Sigh.
Nope. Not the Corps of Engineers, they are FEMA. A day late, a dollar short, and just inept and unprepared.
Or they could be the Ray Nagin mayoral administration with a fleet of buses that could have been used for evacuation left to get partially submerged.
The Corps of Engineers actually did something with the money that was allowed to trickle through the fingers of the New Orleans government apparatus that seemed to always find something else to spend the money on that had been allocated for flood protection.
