I was struck yesterday by a post on Ann Althouse’s blog, and by a Virginia Postrel piece that makes the same point, how wrong Obama was to say “You didn’t build that..”

The incident, so characteristic of this leftist ideologue president, is the stimulus for theorizing about how economies work, and perhaps why this one is so stuck with Obama in the White House.

There is an excellent analysis by David Warren printed last year in Canada and which I have saved. It is a comparison of Obama with Gorbachev and brings considerable light on the subject of success of nations.

Yet they do have one major thing in common, and that is the belief that, regardless of what the ruler does, the polity he rules must necessarily continue. This is perhaps the most essential, if seldom acknowledged, insight of the post-modern “liberal” mind: that if you take the pillars away, the roof will continue to hover in the air.

Gorbachev seemed to assume, right up to the fall of the Berlin Wall and then beyond it, that his Communist Party would recover from any temporary setbacks, and that the long-term effects of his glasnost and perestroika could only be to make it bigger and stronger.

There is a corollary of this largely unspoken assumption: that no matter what you do to one part of a machine, the rest of the machine will continue to function normally.

This brief discussion fits well with the book that was recommended by the Postrel piece.

The controversy surrounding President Barack Obama’s admonishment that “if you’ve got a business — you didn’t build that. Somebody else made that happen” has defied the usual election-year pattern.

Normally a political faux pas lasts little more than a news cycle. People hear the story, decide what they think, and quickly move on to the next brouhaha, following what the journalist Mickey Kaus calls the Feiler Faster Thesis. A gaffe that might have ruined a candidate 20 years ago is now forgotten within days.

Three weeks later, Obama’s comment is still a big deal.

Sad and Disturbing, but Not Surprising

A couple of weeks ago, there was a growing forest fire in northwestern Nevada. Fortunately, the Washoe County sheriff’s department had aloft in the area a fire-fighting helicopter tanked up with 323 gallons of water.

Unfortunately, it wasn’t clear whether the Federal land on which the fire was burning was under the jurisdiction of the Bureau of Land Management or under the jurisdiction of the Forest Service. If the former, then the chopper had approval to legally drop the water, if the latter, then it did not. So the team in the helicopter did nothing. More than 200 acres burned.

There have been a lot of stories like this lately. The thicket of rules governing life in America today has become so thick, and belief in the importance of adhering to these rules even in defiance of common sense has become so strong, that the default for many people has become the belief that inaction is safer than action.

In 1805, Lord Nelson said:

When I am without orders and unexpected occurrences arrive I shall always act as I think the honour and glory of my King and Country demand. But in case signals can neither be seen or perfectly understood, no captain can do very wrong if he places his ship alongside that of the enemy.

“Unexpected occurrences” occur quite frequently, whether they take the form of a forest fire in a jurisdictionally-ambiguous area, a kid in school having an asthma attack, or a transatlantic flight losing its airspeed indication capabilities. Human beings need to be ready and empowered to use their judgment and intelligence in such situations, not constrained to act like rigidly-programmed computers.

A couple of years ago, I would have posted this story under the “Just Unbelievable” category. Sadly, that category no longer applies, because stories of rule-driven bureaucratic rigidity have become a commonplace of American life.

In 1797, a Spanish naval official named Don Domingo Perez de Grandallana wrote about the reasons his country tended to lose naval engagements with the British. One of his points:

An Englishman enters a naval action with the firm conviction that his duty is to hurt his enemies and help his friends and allies without looking out for directions in the midst of the fight; and while he thus clears his mind of all subsidiary distractions, he rests in confidence on the certainty that his comrades, actuated by the same principles as himself, will be bound by the sacred and priceless principle of mutual support.

Accordingly, both he and his fellows fix their minds on acting with zeal and judgement upon the spur of the moment, and with the certainty that they will not be deserted. Experience shows, on the contrary, that a Frenchman or a Spaniard, working under a system which leans to formality and strict order being maintained in battle, has no feeling for mutual support, and goes into battle with hesitation, preoccupied with the anxiety of seeing or hearing the commander-in-chief’s signals for such and such manoeuvres…

In my 2007 post on Don Domingo’s comments, I linked a Washington Post article on “the increasing propensity of Americans to be driven by rules and procedures, rather than doing what makes sense” and noted that “there are certainly trends in our society which, if not reversed, will make us increasingly similar to the (French / Spanish) Combined Fleet of 1805, rather than Nelson’s victorious fleet.” Over the last 4 years, I am afraid that we have traveled much further down that road.

Skipping Science Class, Yet Again

In 2005, I posted skipping science class, about some disturbing trends in UK science education, and in 2008, I posted an update under the title skipping science class, continued.

Concerns about the state of science education are not limited to the UK. Today, Stuart Schneiderman cites a DOE study on science education in America. He cites Forbes writer Maureen Henderson, who comments on the study:

For example, 75% of high school seniors could successfully use test strips to test water samples for the levels of four pollutants, record the data and interpret whether the results exceeded EPA standards, but only 25% of students were able to design and conduct an investigation using a simulated calorimeter and related patterns in temperature changes in two different metals to determine which metal has the higher specific heat capacity. Results were the same at the lower grade levels, where only 24% and 35% of eighth and fourth graders respectively were able to handle the more difficult experiments. Students also had difficulty in explaining how they arrived at a correct conclusion, with only 27% of twelfth graders able to both select a correct answer and explain why they did so in one section of the test. And in another section, only 11% were able to make a final recommendation that was supported by the data they had worked with in the experiment.

Note that a lot of the test questions, and I’m sure a lot of the topics covered in school “science” courses, have to do with environmental matters.

Basically, it seems that in the American government schools, as in their British equivalents, all subjects whatsoever tend to get converted into “social studies.”

This and That – Jubilee Edition

We were distracted Sunday morning by the Jubilee procession of the boats on the Thames, as covered by BBC America. Blondie noticed that none of her various friends in Britain were on-line Sunday morning; presumably they were all off at various street parties, celebrating Her Majesty’s sixtieth year on the throne. She turned on the television and we were glued to it for an hour and a half: yep, the Brits really do know how to pull off a spectacle, although the dogs were increasingly distraught because it was time for walkies, dammit, and we never watch TV during the day, so there was their tiny domestic universe being rocked. The various long shots did look like Canaletto’s views of the Thames; the parties, the people, the banners, the displays along the riverbank buildings … and above all, the boats. What a feat of organization that must have been to get them there at the start, to keep them together for the convoy up the river … and then, of course, to disperse them all afterwards.
