Visualcy at Complex Terrain Laboratory

Recently, I agreed to join Complex Terrain Laboratory, a British “think tank 2.0” as a contributor along with Matt Armstrong , Tim Stevens and Michael Tanji. There is a good synthesis there at CTLab between full-time professional academics and horizontal thinking bloggers and, I think, the potential to become an intellectual hub for intersecting fields.

The following represents my first post at CTLab which I am cross-posting here at Chicago Boyz:

Visualcy and the Human Terrain

COIN and public diplomacy alike tend to encounter significant barriers to effective communication between the state actor and the intended audience. In part, this is due to gaps in cultural intelligence that will only be remediated by degrees with the careful advice of Subject Matter Experts (SMEs) and the experience derived from an extended immersion in another society. The other aspect of the problem is that the target audience often has greater complexity and cognitive heterogeneity than the Western society from which the warrior or diplomat hails.

As a result of public education, the rise of mass-media and commercial advertising, Western nations and Japan, some earlier but all by mid-20th century, became relatively homogenized in the processing of information as well as having a dominant vital "consensus" on cultural and political values with postwar Japan probably being the most extreme example. The range between elite and mass opinion naturally narrowed as more citizens shared similar outlooks and the same sources of information, as did the avenues for acceptable dissent. A characteristic of modern society examined at length by thinkers as diverse as Ortega y Gasset, Edward Bernays, Marshall McLuhan and Alvin Toffler.

The situation is more complicated in states and regions enduring the legacy of colonialism and failed state-centric (often Marxist) national development policies. Here the educational and technological gap between a very sophisticated, Western educated elite and a rural villager or tribal member may be exceedingly wide. Basic literacy levels may be low enough to leave substantial portions of the dominant population group outside of the literary tradition and reliant upon word of mouth, radio, television and – increasingly – images on the internet via handheld mobile devices.

These are broad generalizations, of course. Western societies contain cultural "holdouts" like the Amish or digitally deprived underclass populations who are relatively disconnected from the mainstream and some developing countries have high, even enviable, levels of educational success and popular literacy. Nor are Western societies as homgenous in terms of information flows as they were two decades ago. But because images have powerful cognitive responses in the brain, the "Visualcy" effect is a factor that cannot be ignored in COIN, IO or public diplomacy. Images will have broad societal effects – at times akin to that of a tsunami.

Interestingly enough, despite complaints by American conservatives regarding the political bias of news outlets like al-Jazeera and al-Arabiya, these organizations are packaging news in the familiar "Pulitzerian frame" in which mass media have been structuring information for over a century. Effectively, habituating their audience to a Western style (if not content) of thinking and information processing, with all of the advantages and shortcomings in terms of speed and superficiality that we associate with television news broadcasting. This phenomena, along with streaming internet video content like Youtube and – very, very, soon – mass-based Web 2.0 video social networks will overlay the aforementioned complexity in regard to the range of education and literacy.

What to do ?

While acceptance of a global panopticon paradigm is unpleasant, due to decreasing costs for increasingly powerful technology and web-based platforms, this trend is irreversible in the medium term. Concepts and messages to be successfully communicated to the broadest possible audience will have to be thought of strategically by statesmen, diplomats and military officers with images as starting points, followed by words rather than the reverse ( to the extent that images are currently considered at all, except after some PR debacle). In the long term, greater prosperity and rising general education levels in developing countries may blunt the negative political effects of "visualcy".

Or, given that the social media revolution is just getting underway, it may not.

Academia’s Jihad Against Military History

If American military historians had fur, fangs or feathers it is a safe bet that they would have a place of honor on the Endangered Species List:

Two of the last five Pulitzer Prizes in history were awarded to books about the American military. Four of the five Oscar nominees for best documentary this year were about warfare. Business, for military historians, is good.Except, strangely enough, in academia. On college campuses, historians who study military institutions and the practice of war are watching their classrooms overflow and their books climb bestseller lists — but many say they are still struggling, as they have been for years, to win the respect of their fellow scholars. John Lynn, a professor of history at the University of Illinois, first described this paradox in a 1997 essay called “The Embattled Future of Academic Military History.”
 
….”While military history dominates the airwaves…its academic footprint continues to shrink, and it has largely vanished from the curriculum of many of our elite universities.”The field that inspired the work of writers from Thucydides to Winston Churchill is, today, only a shell of its former self. The number of high-profile military history experts in the Ivy League can be counted on one hand. Of the more than 150 colleges and universities that offer a Ph.D. in history, only a dozen offer full-fledged military history programs. Most military historians are scattered across a collection of Midwestern and southern schools, from Kansas State to Southern Mississippi.
 
“Each of us is pretty much a one-man shop,” says Carol Reardon, a professor of military history at Penn State University and the current president of the Society for Military History. The vast majority of colleges and universities do not have a trained military historian on staff.
 
….More than a decade ago, the University of Wisconsin received $250,000 to endow a military history chair from none other than Stephen Ambrose, the author of “Band of Brothers” and one of the field’s most popular figures. Ambrose donated another $250,000 before he died in 2002, but the school has yet to fill the position.
 
….And while some believe the profession is being purposefully purged by a generation of new-wave historians of gender, labor and ethnic studies, whose antiwar views blind them to the virtues of military history, most insist that nothing so insidious is happening.“I don’t think there’s been a deliberate policy of killing these positions,” says Wayne Lee, an associate professor of history at the University of North Carolina-Chapel Hill.
 
Instead, most of the historians interviewed by U.S. News believe the study of war, like several other, more traditional historical disciplines such as political and diplomatic history, has simply been de-emphasized as the field has expanded since the 1960s. ”

It’s true that military history is not being targeted per se, though the field gets caught up in leftist faculty attitudes toward ROTC, American foreign policy and dead white guys. Economic and diplomatic history programs are faring little better and with history departments being squeezed in general, even labor and social historians are finding tight job markets. No, it’s simply a herd mentality in action, responding to the PC fetishes of academic administrative culture. It’s more important for the key decision makers in universities, colleges and departments on campuses with active women’s and ethnic studies programs to make certain that the History department is redundantly stacked with tenure track positions in these same subdisciplinary areas two or three deep.

All is not lost. It is true that students at universities are being cheated out of the opportunity to receive educations that are less slanted in terms of discipline, methodology or politics but that is a problem far larger than just the field of history. It’s a systemic and generational issue that will be remediated when alumni donors, state legislatures and Federal agencies giving grants demand greater responsibility, accountability and service from universities for the money they are given; and when the tenured radical boomers thin out with retirement and death.

Specific to military historians, things are not as bleak as they seem. To an extent, the university is a legacy institution that while important, lacks the prestige or centrality in American intellectual life it once commanded. Military history should have a place at any decent sized college or university but if making a difference is what matters, as opposed to having a sinecure to pay the bills, academia is not the end all, be all anymore.

As the article makes clear, well written military history – and a lot of it is quite good compared to other subfields -is in demand everywhere else. The Department of Defense runs it’s own service academies and postgraduate institutions as well as having staff analyst positions ranging from OSD to DIA. Think Tanks, from premier outfits like RAND to smaller foundations, will need military historians and strategic studies people if they hope to be ” in the game” influencing policy or public opinion (the tanks are coasting now, often times with “experts” who have far less knowledge of military affairs than do I – and I’m not a military historian by any stretch of the imagination!). All of this is far more important work, with real world implications, than playing fantasy land academic games. Then there’s writing books that the normal, intelligent, reading public actually want to read and having an audience larger than, say, fifty people.

History that does not get disseminated, debated and understood is not history at all.

A Call For Radical Transparency in Politics

My friend Bruce Kesler, who keeps a sharper eye on the fine details of American politics than I do, is dead square right in a recent post at Democracy Project that I reproduce here in full:

Hidden Foreign Contributions Affect US Elections

US election law forbids non-Americans to contribute directly to federal candidates, and qualified donations above $200 are available to public scrutiny. There is a huge loophole – or, more correctly, shroud – over contributions by foreigners to US non-profits, who heavily shape public discussion affecting our elections – and other policies. (There’s, also, some indication that the $200 cut-off for full disclosure of contributions to our campaigns may be another loophole being exploited by some foreigners.)
 
IRS Form 990 generally requires that non-profits list contributors and their addresses who give $5000 or more. However, non-profits are not required to publicly divulge who they are (with the exception of private foundations and 527’s).
 
Non-profits include 501(c)(4)’s, which are estimated to spend in 2008 well more than the $424-million that 527’s spent to influence the 2004 elections.
 
Another area of concern is donations made by foreigners to our universities. Although New York State requires that such contributions be revealed, there is no enforcement and filings are often not made.
 
In Britain, it is estimated, more funding comes from the MidEast for Islamic Studies departments than from the government.

Ministers labelled Islamic studies a “strategic subject” and said the “effective and accurate teaching” of it in universities could help community cohesion and counter extremism.

Similar concerns have been raised in the US about the influence of MidEast contributors on our universities’ curriculums, and the faculty who influence public discussion. See here and here, for examples.
 
Former presidents Carter and Clinton have received tens of millions in donations, and more, from foreign sources for their foundations, yet the public knows very little about from whom or how much. Meanwhile, Carter and Clinton take frequent public stands on public policy and candidates for office.
 
A draft has been released of a revised IRS Form 990. It increases exposure on governance issues, but retains the shroud over contributors to non-profits. At the very least, foreign contributors should be revealed publicly, at least for amounts over the $200 of election laws.

Bravo to Bruce for highlighting this important but generally unrecognized problem.

One of the ironies of Beltway incumbent preferred campaign finance regulation like the odious McCain-Feingold law is that it manages to combine restrictions of the political activities and free speech rights of American citizens while granting opacity to wealthy foreigners who seek to influence political discourse here through generous donations to foundations, educational organizations, think tanks, universities, presidential libraries and other institutions that shape our intellectual life. It is completely understandable, given the potential impact of American policies on the rest of the world that other states and their sundry notables would seek to make their voice heard here. To a certain extent, when it’s above board public diplomacy and cultural exchanges, it’s even a good thing. What’s unacceptable is that foreign interests can often buy such influence – which is what they are really doing – under the radar or even behind the shield of legal secrecy. If some of our finest universities were people then they would have already had to register as foreign agents a long, long, loooooooong, time ago.

The same might be said of some former presidents. Or of presidential candidates.

The answer here is not to go on a fruitless legal jihad to ban foreign money, which at times does get turned toward humanitarian or genuinely educational purposes but to require radical transparency of our think tanks, universities, charities and other institutions enjoying tax deductible status but are dedicated to indirectly influencing the political process or policy formation. If an American institution or scholar wants to shill for the Wahabbi Lobby by working for a tank on the take from a senior Saudi prince, or accept grants from PLA-affiliated Chinese corporations, Japanese billionaires, mobbed-up Russian “businessmen” or other foreign sources, fine, but a highly visible disclaimer to that fact ought to be mandatory. If Carnegie or AEI or Harvard departments are advising presidential candidates on Mideast policy then contributions emanating from that region are relevant to the discussion.

If accepting the check in public is cause for dismay then there’s a word for what’s really going on:

Graft.

“Go, Tell the Spartans!”

Recently, I finished reading Thermopylae: The Battle That Changed the World (Vintage) and The Spartans: The World of the Warrior-Heroes of Ancient Greece by Cambridge professor and historian of classical Greece, Paul Cartledge. Scholars of the classical period have to be artists among historians for it is in this subfield that the historian’s craft matters most. While modern historians are literally drowning in documents, classical sources are, for the most part, fragmentary and/or exceedingly well-known, some texts having been continuously read in the West for well over twenty centuries. The ability to “get the story right” depend’s heavily upon the historian’s ability to elicit an elusive but complicated context in order to interpret for the reader or student. Dr. Cartledge acquits himself admirably in this regard.

Thermopylae and The Spartans can be profitably read by specialists yet also serve as an enjoyable introduction to the world of ancient Sparta to the general reader. Cartledge concisely explains the paradox of Sparta, at once the “most Greek” polis among the Greeks yet also, the most alien and distinct from the rest of the far-flung Greek world:

“Again, when Xenophon described the Spartans as ‘craftsmen of war’ he was referring specifically to military manifestations of their religious zeal, such as animal sacrifices performed on crossing a river frontier or even the battlefield as battle was about to be joined. The Spartans were particularly keen on such military divination. If the signs (of a acrificed animal’s entrails) were not ‘right’, then even an imperatively necessary military action might be delayed, aborted or avoided altogether” (1)

“Plutarch in his ‘biography’ of Lycurgus says that the lawgiver was concerned to rid Spartans of any unnecessary fear of death and dying. To that end, he permitted the corpses of all Spartans, adults no less than infants, to be buried among the habitations of the living, within the regular settlement area-and not, as was the norm elsewhere in the entire Greek world from at the latest 700 BCE, carefully segregated in separately demarcated cemetaries away from the living spaces. The Spartans did not share the normal Greek view that burial automatically brought pollution (miasma).”(2)

The quasi-Greeks of Syracuse probably had more in common in terms of customs with their Athenian enemies under Nicias than they did with the Spartans of Gylippus. Cartledge details the unique passage of the agoge and the boldness of Spartan women that amazed and disturbed other Greeks as well as tracing the evolution of “the Spartan myth”. In Cartledge’s work the mysterious Spartans become, from glorious rise to ignominious fall, a comprehensible people.

On Synchronicity and Other Variables

Blogfriend Matt Armstrong was recently featured at the USC Center for Public Diplomacy where he had a very thorough and well-considered op-ed on Information Operations and New Media. Pretty much everything Matt had to say were things the USG should be doing in attempting to craft some kind of coherent narrative of it’s national objectives, policies and values:

SYNCHRONIZING INFORMATION: THE IMPORTANCE OF NEW MEDIA IN CONFLICT

Insurgents and terrorists increasingly leverage New Media to shape perceptions around the globe to be attractive to some and intimidating to others. New Media collapses traditional concepts of time and space as information moves around the world in an instant. Unlike traditional media, search engines and the web in general, enable information, factual or not, to be quickly and easily accessed long after it was created.The result is a shift in the purpose of physical engagement to increasingly incorporate the information effect of words and deeds. Thus, the purpose of improvised explosive devices, for example, is not to kill or maim Americans but to replay images of David sticking it to Goliath.

The U.S. military is actively and aggressively revising its role in shaping its own narrative in cyberspace, but this is falling short. While the U.S. is finally coming to grips with the centrality of information and perceptions, it remains confused as to how to use information effectively. American responses seem to stem from the belief that the message and the messenger we are countering are the same without regard for the target audience, intent, or how the message fits into a larger narrative, which perhaps mirrors our own perception of information as propaganda. ….A famous dead Prussian once said that war is a continuation of politics by other means, but the reality today is that war is not part of political intercourse with foes but an orchestrated, if loosely, effort to gain strategic influence over friends, foes, and neutrals. YouTube, blogs, SMS and traditional media, make every GI Joe and Jihadi a communicator, public diplomat, and persuader. Our adversaries understand and exploit this reality. Writing to Abu Musab al-Zarqawi in 2005, Ayman al-Zawahiri stated that “we are in a battle, and that more than half of this battle is taking place in the battlefield of the media [sic].”The U.S. military as reluctant heir to the information throne in an online world has several inherent challenges. First, operating in the environment of New Media requires awareness and agility inconsistent with the current organizational culture of the military. For example, in Iraq the military broke through the bureaucratic red-tape and started posting videos on YouTube. However, this small “victory” was incomplete: the group that uploaded to YouTube was still not permitted to view YouTube. In effect, they were posting information they were not authorized to see.”

Those quotes were snippets. Matt’s post is rich in detail and really requires being read in full.

I have tilted at the IO windmill a few times in the past. It’s a subject that is both easy as wel as difficult to analyze. Easy, because the USG has yet to initiate and/or master the fundamentals of good IO as Matt’s post makes clear ( there are genuine IO experts in the USG, perhaps even a large number of them, but the bureaucracies are not institutionally optimized to conduct IO with consistency or coordination) but difficult because the level of genuine sophistication and effective nuance in strategic communication remains so far off. Even if that level of “play” was achieved by our civil service and soldiers, any IO campaign could be undone in an instant by some clumsy action or statement from a political appointee or elected official concerned primarily with fellating some domestic special interest group.

Matt’s focus on “synchronicity” is apt. It will be a herculean task needing laser beam focus to get all of the USG players on the same message most of the time; even then some dissension and debate being showcased is itself a vital advertisement of the attractive nature of a liberal, open society and a sharp contrast with the dismally intolerant and brutally ignorant alternative our Islamist enemies have to offer. In pursuing that, I’d like to offer a few suggestions:

Credibility is the COIN of the Realm:

Matt touched on this but I want to give this principle added weight. For all our official, overt, communication by any spokesman representing the United States, the best long term strategy is a reputation of credibility. It may hurt to concede errors or enemy successes in the short run but having the global audience grdugingly concede that “the Americans speak the truth” adds momentum of every word, every idea and every action we undertake. It will not bring us love because oftentimes, our pursuing national interests will come at the expense of others but truth-telling will yield something more valuable, respect. No one cares to be treated as if they were a fool and most of the transparently self-serving gibberish official spokesmen offer up pays dividends only in contempt being added to the anger foreigners already feel at some of our policies. Credibility is to the war of ideas what COIN is to guerilla warfare and it is a valuable and exceedingly rare quality because once your credibility is lost, it is lost.

Without Attention Being Paid All Our efforts Are Useless:

Credibility is not enough. Key messages or memes also have to be interesting. If people are not psychologically engaged in the presentation then they are not hearing it, much less reaching the points of comprehension, sympathy or agreement. American popular culture and commercial advertising is nothing short of an unrelenting global juggernaut that is eroding traditional mores of every society with which it comes into contact, yet our official proclamations remain starkly uninteresting even to most Americans so why should a Yemeni teen-ager or Afghan farmer tune in to what we are selling ? As long as our attempts at capturing attention remain at the level of dull mediocrity we can expect to fail.

Influence is a Long Term Investment:

The 1980’s saw a march toward capitalism and democracy in part because we were reaping the harvest of decades of student visas, cultural and scientific exchanges and consistent public diplomacy outreach. From Mongolia to Czechoslovakia Chile there were reformers taking power who were ” Chicago Boys” who had imbibed free markets at the feet of Nobel laureates. The National Endowment for Democracy, the USIA, VOA, Radio Free Europe and NGO’s like the AFL-CIO whose efforts and programs abroad were robust and self-confident. American society was permitted by the USG to sell itself. These things cost pennies on the dollar compared to having to use hard power options and they lower our transaction costs when sanctions or military intervention is the order of the day.

Deception is Best Left to the Clandestine Operators :

HUMINT based strategic influence efforts, black propaganda and disinformation and various arts of deception will be better left to covert programs, plausibly deniable third parties and used sparingly and with subtlety. The increasingly “radically transparent” world ensures that too many sophisticated eyes with all sorts of agendas will be analyzing our official spokesmen 24/7. The best will can hope to accomplish is effectively framing our public message to be truthful and compelling. Any meme that is verifiably false, if we believe we must put it out into the global media environment, cannot have a return address.

IO is a secondary area of operations for the United States. Good IO programs cannot remediate incompetent statecraft or poor military leadership or put a “happy face” on obvious disasters but poor or absent IO capabilities can fritter away the capital that successful diplomacy or military action can accrue when our enemies accusations go unanswered.
