The Trump victory represents in significant part a popular reaction against the excesses of credentialism. I’m remembering a 2018 post at the Federalist: Our Culture War Is Between People Who Get Results And Empty Suits With Pristine Credentials….Donald Trump declines the authority of the cultural sectors that most assertively claim it. That’s the real conflict going on.
The post reminded me of an interchange that took place between Picasso and Matisse as the German Army advanced through France in 1940. Matisse was shocked to learn that the enemy had already reached Reims. “But what about our generals?” asked Matisse. “What are they doing?”
Picasso’s response: “Well, there you have it, my friend. It’s the Ecole des Beaux-Arts”…ie, formalists who had learned one set of rules and were not interested in considering deviations from same.
It was an astute remark, and it fits very well with the observations of Andre Beaufre, who before the invasion had been a young captain on the French General Staff. Although he had initially been thrilled to be placed among this elevated circle…
I saw very quickly that our seniors were primarily concerned with forms of drafting. Every memorandum had to be perfect, written in a concise, impersonal style, and conforming to a logical and faultless plan but so abstract that it had to be read several times before one could find out what it was about… “I have the honour to inform you that I have decided…I envisage…I attach some importance to the fact that…” Actually no one decided more than the barest minimum, and what indeed was decided was pretty trivial.
The consequences of that approach became clear in May 1940.
In addition to the formalism that Picasso hypothesized (and Beaufre observed) on the French General Staff, the civilian side of the French government was highly credential-oriented. From the linked article:
In the first days of July, 1940, the American diplomat Robert Murphy took up his duties as the charge d’affaires at the new U.S. embassy in Vichy, France. Coming from his recent post in Paris, he was as impressed as he expected to be by the quality of the Vichy mandarinate, a highly credentialed class of sophisticated officials who were “products of the most rigorous education and curricula in any public administration in the world.”
As the historian Robert Paxton would write, French officials were “the elite of the elite, selected through a daunting series of relentless examinations for which one prepared at expensive private schools.” In July 1940, the elite of the elite governed the remains of their broken nation, a few days after Adolf Hitler toured Paris as its conqueror. Credentials were the key to holding public office, but not the key to success at the country’s business.
It certainly appears that the popular dissatisfaction in France, as expressed in many protests, is at least in part due to long-simmering resentment at that country’s credentialed class, whose performance has not matched their pretensions. An interesting anecdote about Macron, in the Sunday Express:
This is a man who chastised a teenager at an official event for calling him “Manu” (the friendly diminutive of Emmanuel), saying that he should not express a view until he has acquired a degree and a job.
and
Macron is a graduate of the Ecole Normale d’administration (ENA), an elite Grande Ecole created by General De Gaulle in 1945 to break the upper class control of top Civil Service positions.
In reality, only nine percent of ENA the graduates that fill the corridors of power in industry and government have a working class background. The top 12 or 15 students will move to L’Inspection générale des finances (IGF), and then into a career in politics, or finance, Macron’s chosen route since he became a partner with Rothschild and Cie bank.
Americans should not feel smug about our relatively-lesser obsession with credentials. I’ve previously quoted something Peter Drucker wrote in 1969:
One thing it (modern society) cannot afford in education is the “elite institution” which has a monopoly on social standing, on prestige, and on the command positions in society and economy. Oxford and Cambridge are important reasons for the English brain drain. A main reason for the technology gap is the Grande Ecole such as the Ecole Polytechnique or the Ecole Normale. These elite institutions may do a magnificent job of education, but only their graduates normally get into the command positions. Only their faculties “matter.” This restricts and impoverishes the whole society…The Harvard Law School might like to be a Grande Ecole and to claim for its graduates a preferential position. But American society has never been willing to accept this claim…

It is almost impossible to explain to a European that the strength of American higher education lies in this absence of schools for leaders and schools for followers. It is almost impossible to explain to a European that the engineer with a degree from North Idaho A. and M. is an engineer and not a draftsman.
We as a country are a lot closer to accepting Grande Ecole status for Harvard Law School and similar institutions than we were when Drucker wrote the above. We haven’t gone as far as France and other European nations, but the trend has clearly been in the wrong direction.
There are lots of interesting points in both of the linked articles. From the Federalist piece:
National political journalists, a status group that once ranked on par with show people and bartenders, are upper class, no matter their salaries. They lose their class status the moment they speak the wrong social code words, like, “I think Trump is doing a good job.” They know this, and live with an existential sense of status anxiety over it.
For 40 years, with gathering uniformity of purpose, our credentialing institutions have taught postures rather than skills, attitudes rather than knowledge. This isn’t invariably true, and many fine scholars have taught many excellent practitioners, especially outside of the humanities and social sciences. But the overarching trend is toward training in intellectual and psychological uniformity, toward the world of excellent sheep.
The Sunday Express piece includes some possibly-interesting data about “power distance” in various societies–I say “possibly interesting” because I haven’t yet researched how these numbers are actually calculated. The metric is said to represent the degree to which “people have traditionally accepted that lower ranking individuals expect power to be distributed unequally.” The numbers for France, the US, the UK, and Israel are cited as 68, 40, 35, and 13, respectively.
If the US wants to avoid ossification and an eventual meeting with the fate of France in 1940 or of China under the mandarins, then the rollback of formalism and credentialism is of first importance. It seems clear that the election of Trump for a second term, along with the Republican majorities in the Congress, represent a big step in that direction.
But to the extent that credential-holders and institutions are no longer treated as automatic authorities, it becomes even more important for citizens to have the basic knowledge and reasoning skills to be able to evaluate evidence and arguments themselves. I think it is fair to say that the vast resources devoted to education over the past several decades have contributed little to the development of such skills, and indeed may have even harmed.
Some level of institutional credibility does need to be rebuilt–in the FDA and CDC, etc., for example–but it needs to be based on something more than ‘trust us.’ Public communication by such entities needs to be calm, cool, collected and data-oriented rather than propagandistic and manipulative.

The Catholic hierarchy suffers from this same malady. They all have theology degrees up the wazoo, but whenever they open their mouths it becomes clear that they don’t really grasp a whole lot about basic Christianity. And they keep re-packaging the same failed policies and programs, hoping for a better result this time around. Time for a good house-sweeping.
Here’s somebody at X asserting that the Trump appointments of ‘unqualified’ people make only psychological sense, in that the previous credentialed (and supposedly qualified) people in those positions were too insultingly condescending to ‘ordinary Americas’ and would not admit fault even when there were “slight gaps and minor imperfections in their expertise.”
He doesn’t seem to take seriously the proposition that there was a lot more wrong with the performance of these people that “slight gaps and imperfections;”

I cite once more this post by Charles Murray from 2009: The White House and the Pauline Kael Syndrome. Using data from the General Social Survey, Murray showed that from 1973 to 2008, while other population segments (defined by income level and occupation type) had all become slightly more conservative, the “Intellectual Upper Class” segment had become far more liberal. RTWT, as Instapundit would say.
I also note the takeover of the Supreme Court by the Ivy League and in particular Harvard Law and Yale Law. Justice Amy Coney Barrett is the only non Ivy League Justice since Sandra O’Connor. Ruth Ginsburg started at Columbia but finished at Yale.The other 12 all went to Harvard or Yale Law. This was not true in earlier periods. There were no Ivy League lawyers on the Court until the 20th century, and only a minority until the late 1900s.

The core of progressivism, from a historical point dating back 100+ years ago, is the primacy of a technocratic over-class. With Woodrow Wilson and others this marked the undermining of the constitutional state since the saw the primary role for government not as protecting the natural rights of the citizens but rather in “doing things”
Note that conception of “progressive” is different than what you see today with the progressive caucus in the House which are more in line with democratic socialism. The classic progressive depiction is what largely defines the government-media-HR complex; you need the advanced degree to climb the degree ladder thanks to HR bureaucracy.
At the heart of that traditional progressive viewpoint is that an army of experts is best able to guide society and make choices, not you. If you remember Cass Sunstein’s book from 15 years or so ago, that was a watered-down version of that philosophy. That army of experts is certified by the degrees they hold, not just certified by expertise but also by socialization.
Note also all other-ranks of the officer corps which hold advanced degrees from those universities.
So here’s the question for everyone, especially DOGE. After you take the meat axe to the government bureaucracy and all, how do you prevent the system from reverting back to a credential-based (as opposed to a competency-based) equilibrium?
An even more basic question is: Just what constitutes competence in government? And it’s not like industry has a better handle on the problem just, usually, an easier way to jettison the duds.
The French civil service is supposed to be based on a series of rigorous tests from a starting point of an a degree from an elite specialized university of public administration. It works so well that the results are legendary but not in a good way.
DOGE’s mandate as I understand, is to sunset entire agencies and departments rather than the impossible job of finding the competent pearls among the, better left uncharacterized, bulk. That will be the umpteenth program in my memory to do the same thing and I suspect will be just as successful as all those preceding it. I give Elon and Vivek 12-18 months before they admit defeat and return to the relative sanity of the private sector where change only take 5-10 times as long as expected, as opposed to the government where change is impossible on less than a geologic time scale, maybe longer. After all, we’re in exactly the shape we’re in because it has always been easier to just start a new agency than to try to change existing ones. Maybe they and Trump will be the heroes to clean this Augean Stable but I’m not going to bet real money on it.
A thought for DOGE to consider would be the addition of penalties for grotesque failures applied to the GS class including the offer to ‘retire to spend more time with their families’. IOW, currently failures result in exactly nothing. Private sector failures have consequences, making the GS civil service employees responsible in a similar fashion might result in either 1)less failures, or 2)fewer faillure prone civil servants.
I guess I could live with either, but would honestly prefer the ‘delenda est’ of multiple three-letter agencies whose product is immeasurable or non-existent. Or even contrary to the interests of citizens. Moving them to Pie Town might improve the general makeup of the employees. Pie Town has a nice restaurant that among others, has an excellent selection of pies.

The present regime and its legions of bureaucrats are very used to being able to block any sort of reform and keep on keeping on.
But the country is trillions in debt based upon not much more than pleasant memories and the fading relevance of the US dollar as an international medium of exchange.
Trump and his friends aren’t their real problem. Their real problem is the looming likelyhood that one day their fancy paychecks with their inflation-indexed pensions won’t be paid, because the regime based in Washington DC will have ceased to exist in roughly the same manner as the USSR ceased to exist.
But if DOGE is actually able to delete department and fire swarms of useless bureaucrats, then functionally this is the equivalent of the end of the United States for these parasites.
So don’t expect any sort of cooperation from them, at all, even to avoid the actual collapse of the country.
