A Neglected but Significant Anniversary

On May 10, 1940, German forces launched an attack against Belgium, France, the Netherlands, and Luxembourg. Few people among the Allies imagined that France would collapse in only six weeks: Churchill, for example, had a high opinion of the fighting qualities of the French army. But collapse is what happened, of course, and we are still all living with the consequences. General Andre Beaufre, who in 1940 was a young Captain on the French staff, wrote in 1967:

The collapse of the French Army is the most important event of the twentieth century.

If it’s an exaggeration, it’s not much of one. If France had held up to the German assault as effectively as it was expected to do, World War II would probably have never reached the nightmare levels that it in fact did reach. The Hitler regime might well have fallen. The Holocaust would never have happened. Most likely, there would have been no Communist takeover of Eastern Europe.

This campaign has never received much attention in America; it tends to be regarded as something that happened before the “real” war started. Indeed, many denizens of the Anglosphere seem to believe that the French basically gave up without a fightwhich is a considerable exaggeration given the French casualties of around 90,000 killed and 200,000 wounded. But I think the fall of France deserves serious study, and that some of the root causes of the defeat are scarily relevant to today’s world.

First, I will very briefly summarize the campaign from a military standpoint, and will then shift focus to the social and political factors involved in the defeat.

France’s border can be thought of in terms of three sectors. In the north, the border with with Belgium. Early French military planning had been based on the idea of a strong cooperative relationship with Belgium: however, in the years immediately prior to 1940, that country had adopted a position of neutrality and had refused to do any joint military planning with France. In the south, the border was protected by the forts of the Maginot Line (the southern flank of which was anchored by mountainous territory bordering on Switzerland and Italy.) In between these regions was the country of the Ardennes. It was heavily wooded and with few roads, and the French high command did not believe it was a feasible attack route for strong forceshence, the Maginot Line had not been extended to cover it, and the border here was protected only with field fortifications.

The French plan was based on the assumption that the main German attack would come through Belgium. Following the expected request from the Belgian government for assistance, strong French forces were to advance into that country and counterattack the Germans. In the Maginot and Ardennes sectors, holding actions only were envisaged. While the troops manning the Maginot were of high quality, the Ardennes forces included a large proportion of middle-aged reservists, and had been designated as lower-class units.

The opening moves seemed to fit expectations. The Germans launched a powerful attack through Belgium, and the Belgian government made the expected requests for help. Andre Beaufre:

Doumenc sent me at once to Vincennes to report to General Gamelin (the French supreme commander). I arrived at 6.30 AM at the moment when the order had just been given for the huge machine to go into operation: the advance into Belgium. Gamelin was striding up and down the corridor in his fort, humming, with a pleased and martial air which I had never seen before. It has been said since that he expected defeat, but I could see no evidence of it at the time.

There was heavy fighting in Belgium…but the German attack on this country had served to mask their  real  point of maximum effort. Early in the morning of the 13th, it became clear that massive German forces were moving through the Ardennes, which had turned out to not be so impassable after all. A massive German air attack paved the way for a crossing of the Meuse river and the capture of the town of Sedan. French officers were stunned by the speed of the German advancethey had expected delays while the Germans brought up heavy artillery, not understanding that dive bombers could play a role similar to that traditionally played by artillery. And the bombing was psychologically-shattering, especially for inexperienced troops. The famous historian Marc Bloch had been exposed to many artillery barrages while fighting in the First World War: in reflecting on his service in 1940, he observed that he found aerial bombing much more frightening even though it was, objectively, probably less dangerous. (Bloch later joined the Resistance and was captured by the Germans and shot.)

The French command never really recovered from the unexpected thrust through the Ardennes and the fall of Sedan. Beginning on May 27, the British evacuated their troops at Dunkirk. On June 14, Prime Minister Paul Reynaud resigned. He was succeeded by Philippe Petain, a hero of the First World War, who immediately sought terms with the Germans. The “armistice”basically a surrenderwas signed on June 20. By Hitler’s order, it was signed in the same railway car where the armistice of 1918 had been signed. Hitler was present in person for the ceremony: William Shirer was fifty yards away, and was studying his expression through binoculars:  It is afire with scorn, anger, hate, revenge, triumph.

Many military factors were involved in the defeatobsolete doctrine on armored forces, inadequate use of radio communications, a strange and cumbersome military organization structure. But the roots of the 1940 debacle are not to be found onlyor perhaps even primarilyin strictly military matters. A major role was played by certain characteristics of French society and politics of the timeand some of these factors are spookily similar to some of the things that are going on in America today.

2017 Reading, continued

A Prophet Without Honor, by Joseph Wurtenbaugh.  An outstanding work of alternative history.

It is now known that when Hitler remilitarized the Rhineland in 1936, his forces were under orders to withdraw if faced by serious opposition by the (then-much-superior) French and British militaries.  But these countries did not take action, being focused on their economic problems and convincing themselves that the German move wasn’t really much of a threat.  But they didn’t know about the Withdrawal Order.  What if they had?

Some of the characters are fictional, others are real people imagined as following different trajectories.  The central figure is a German officer named  Karl von Haydenreich; he has become friends with American officer Dwight Eisenhower and this friendship will prove critical in changing the course of history.

Very well-done, should not be missed.

The Hard Thing About Hard Things, Ben Horowitz.  Advice about running a startup from a venture capitalist…the author is cofounder of the VC firm Andreessen Horowitz.  A lot of worthwhile points, some of which should be obvious, others not so much so.

Understanding what you did wrong if you hired an executive who did not work out:  Horowitz goes through several possible causes of the failure, including this:

You hired for lack of weakness rather than for strengths.  This is especially common when you run a consensus-based hiring process.  The group will often find the candidate’s weaknesses, but they won’t place a high enough value on the areas where you need the executive to be a world-class performer.  As a result, you hire an executive with no sharp weakness, but who is mediocre where you need her to be great.

On excessive focus on quantitative metrics:  “Management purely by numbers is sort of like painting by numbers–it’s strictly for amateurs.”

I especially like Horowitz’s emphasis on the importance of organization design, and the point that all such designs are compromises…indeed:

The first rule of organizational design is that all organizational designs are bad.  With any design, you will optimize communication among some parts of the organization at the expense of other parts.  For example, if you put product management in the engineering organization, you will optimize communication between product management and engineering at the expense of product management and marketing.  As a result, as soon as you roll out the new organization, people will find fault with it, and they will be right…Think of the organizational design as the communications architecture for your company.  If you want people to communicate, the best way to accomplish that is to make them report to the same manager.  By contrast, the further away people are on the organizational chart, the less they will communicate. The organizational design is also the template for how the company communicates with the outside world.

The book was inspired by this thought:  “Every time I read a management or self-help book, I find myself saying, ‘That’s fine, but that wasn’t really the hard thing about the situation.'”  For example:

The hard thing isn’t hiring great people.  That hard thing is when those ‘great people’ develop a sense of entitlement and start demanding unreasonable things…The hard thing isn’t dreaming big. The hard thing is waking up in the middle of the night in a cold sweat when the dream turns into a nightmare.

Fifty Inventions that Shaped the Modern Economy, by Tim Harford.  Includes not just the sort of things that would typically show up in an ‘inventions’ list, but also such things as double-entry bookkeeping, tradable debt, the welfare state, and the department store.

Regarding the latter, Harford credits Harry Gordon Selfridge, who worked for Marshall Field, with creating the concept.  Key to the new stores was the idea that “just looking” was okay, indeed was to be positively encouraged.

Selfridge swept away the previous shopkeepers’ custom of stashing the merchandise in places where sales assistants had to fetch it for you…he instead laid it out in the open-aisle displays we now take for granted, where you can touch a product, pick it up, and inspect it from all angles, without a salesperson hovering by your side…Shopping had long been bound up with social display: the old arcades of the great European cities, displaying their fine cotton fashions–gorgeously lit with candles and mirrors–were places for the upper classes not only to see but to be seen.  Selfridge had no truck with snobbery or exclusivity.  (When he opened his London store), His advertisements pointedly made cleaer that the ‘whole British public’ would be welcome–no cards of admission are required.”

Harford also mentions an Irish immigrant to America named Alexander Turney Stewart.  It was Stewart who introduced “the shocking concept of not hassling customers the moment they walked through the door. He called this novel policy ‘free entrance.”  Stewart also introduced the concept of the clearance sale and established a no-haggle pricing policy for his good.

Discussion of inventions such as the department store provides a useful reminded that so many of the things we take for granted–with ‘things’ including assumptions about ways of doing things as well as tangible objects–haven’t always existed; somebody had to think of them and drive them into reality.

Summer Rerun: Leaving (Several Trillion) on the Table

The invention of the  transistor  was an event of tremendous economic importance. Although there was already a substantial electronics industry, based on the vacuum tube, the transistor gave the field a powerful shot of adrenaline and brought about the creation of vast amounts of new wealth.

As almost everyone knows, the transistor was invented by John Bardeen, Walter Brattain, and William Shockley, all researchers at Bell Laboratories, in 1946. But a recent article in  Spectrum  suggests that the true history of the transistor is more complex…and interesting not only from the standpoint of the history of technology, but also from the standpoint of economic policy.

The story begins in Germany, during World War II. Owing to short-sighted decisions by the Nazi leadership, Germany’s position in radar technology had fallen behind the capabilities of Britain and of the United States. (Reacting to the prospect of airborne radar, Herman Goering had said “My pilots do not need a cinema on board!”)

But by 1943, even the dullest Nazi could see the advantages that the Allies were obtaining from radar. In February of that year, Goering ordered an intensification of radar research efforts. One of the scientists assigned to radar research was Herbert Matare, who had been an electronics experimenter as a teenager and had gone on the earn a doctorate.

A key issue in military radar was the need for shorter wavelengthswhich allowed for better target resolution (such as the ability to pick up the periscope of a submerged submarine) and also facilitated the miniaturization of radar equipment. Vacuum tube diodes (diode: a device that allows electricity to travel only in one direction) did not work well at these wavelengths, because the distance between the electrodes in the tube was too large. Matare was working with an alternative: crystal rectifiers similar to those he had tinkered with as a teenager.

In the course of this work, he noticed that when configured in a certain way, a device made of germanium could do more that provide a one-way gate: it could  amplify. A small signal could control a more powerful current. In principle, the vacuum tubefragile, bulky, power-hungry, and hot-runningcould be replaced with devices of this type.

Focused on his war work, Matare did not have time to pursue the possibilities of his invention. (And very fortunately, he and his colleagues in German science and industry never came close to matching the Allied achievements in radar.) After the war, Matare moved to Paris and went to work for a Westinghouse subsidiary, Compagnie des Freins et Signaux Westinghouse. There he met Heinrich Welker, another German, a theoretical physicist who, remarkably, had also developed a transistor-like device, and the two men began working together on understanding the technology and its potential. After they began obtaining consistent results, in 1948, they contacted the director of the PTT, the French government agency responsible for posts and telecommunications. He was too busy to come by for a demonstration. But after the announcement of the transistor by Bell Labs in July of that year, there was a sudden upsurge of interest in the Welker/Heinrich project, and the PTT minister found time to visit the lab. He urged them to apply for a French patent on the device and also suggested that they call it by a slightly different name: the transistron. By 1949, the device was in limited commercial use: first as an amplifier on the Paris-Limoges telephone line, and later on the lines running from France to Algiers.

The Spectrum article tells what happened next: not much.  But the French government and Westinghouse failed to capitalize on the technical advantages in semiconductors that they then appeared to have. After Hiroshima, nuclear physics had emerged as the dominant scientific discipline in the public mind, and nuclear power was widely heralded as the wave of the future. France became enchanted with pursuing the nuclear genie unbottled in the 1940s, while ignorant of its promising transistron.

We learned belatedly of Helen Szamuely’s passing.

Helen was a historian, an English patriot — a founder of what was to become the Brexit movement, a researcher, literary critic, public intellectual and political commentator and prolific writer.

The Telegraph‘s obituary is a bit harsh (perhaps payback for deserved slights) but gives some background. Richard North, Helen’s long-term collaborator on the great EUReferendum blog, has kind and interesting remarks about Helen, and a video of Helen speaking, here. Richard’s son Pete shares thoughtful reminiscences about Helen here. She was prominent in London conservative political and intellectual circles but those of us “across the pond” had to make do with her online presence. I wish I had met her in person.

Helen wrote or contributed to numerous blogs. Besides EUReferendum the Chicago Boyz blogroll includes Conservative History Journal and Your Freedom and Ours and perhaps one or two others I’ve overlooked. She was also active on Facebook, Twitter and who knows where else on social media. Lex and I invited her to contribute to this blog and she very generously and cheerfully did so over the years. She was brilliant and erudite with a wide range of interests which she was always ready to discuss. I will miss her.

RIP, Aleha HaShalom. Our condolences to Helen’s daughter, Katharine.

Very sad. There was a period of many years, until recently, where I was in almost daily communication with Helen, as part of a group that included James C. Bennett. Helen was a brilliant, opinionated, sometimes prickly, deeply-learned, patriotic, liberty-loving woman. She was a strong and early proponent of Britain leaving the EU. She was right, she was way ahead of her time, and I am glad she lived to see PM May sign the notice of withdrawal. I considered Helen a real friend, despite never meeting in person, and it is sad that I never will now. Just on my current Gmail account, I have 1,879 email threads including Helen going back to 2005. She was a big presence, for me and for many others. Rest in peace, Helen. We are still here, pushing for all the things you believed in and fought for.

Once, early in my correspondence with Helen I asked “By the way, is your name pronounced SHAMwelly?” She responded: “No, it’s a Hungarian name, so the sz is pronounced s. The Poles pronounce things the wrong way round.”
